No Aboriginals were contacted in any of these areas. There was evidence of recent camps
at some of the beach sites, but these are probably only fishing holiday or transitory

It is known that there are at least ten people living at this camp (including Mickey Gaden
and the two children mentioned on the Waldock's Camp Census. However at the time of visit
there were no people in the vicinity although they were definitely in residence. There is
little likelihood of another visit before the wet season.

INSPECTION OF ABORIGINAL CAMPS IN THE DARWIN AREA
From the 22nd to 25th June, 1970, an inspection and survey
of Aboriginal camps within the Darwin area was carried out.
Detailed hereunder are the various camps visited and the
occupants of these camps.
1. One Mile DAM and Japanese Beach Area
There were 15 people living in this area. This number always
varies considerably and in the main is composed of Delissaville
people. At the time of inspection, the following people
were present:
1. Bruce Pott, Darwin, Delissaville, not working.
2. Norman Harris, Delissaville, not working.
3. Peggy Gurridge? (Wilson), Darwin, Delissaville, not working.
4. Alec Garaji, Murinbada?, Port Keats (husband of Kitty Pressley), not working.
5. Nym Adelaide, Delissaville, not working.
6. Freddy FrederickDarrokish, Pensioner.
7. Eve Martin, Delissaville, not working.
8. Elsie Lamurr (ROW Harmoru?), Delissaville, not working.
9. Maggie Cunmurul, Delissaville, not working.
10. Roy Madbulk, Delissaville (works occasionally), with Syd Hawke on the Larraman.
11. Jacky Jacky, Pidirr, Delissaville, not working.
12. Dennis Ngadji, Murinbada, Port Keats, youth of about 20 yrs, not working.
Married man, wife Concepta at Port Keats, not working.
Also present were three part coloureds. Two women, a young
girl Alice Tamwoy from Queensland, pregnant and ..........
............, and a woman named Louie from W.A..
Another part Torres Strait Island man named Eddie Ware was
also present. He claims to be working but has hurt his back.
TOTAL NUMBER 15.
This area can hardly be described as a camp, as the occupants
are simply living in the mangroves without any shelter. The
area is strewn with broken bottles and glass, but by nightfall,
most of the occupants are in such a condition that they would
probably be content to sleep on the broken glass.
2. Nine? Mile Camp - Stuart Highway
(1) Polly Nadai - Malak Malak, ex Daly River.
This woman said that her children were at Kormilda.
(2) Ada Yates - says she is going to Humpty Doo.
(3) Roger Yates - Son of Polly Nadai. Says he works for Forestry. At
present on Social Service.
(4) Ronnie Yates - Jarrangabbi. Works for CSIRO (apparently intermittently).
(5) Ruby Gaden - Ninguri, Gugadju, Oenpelli.
(6) Daphne Gaden - Jarlgud. Says she has one child Isaac (13 years) at
Kormilda and another Phillip at Oenpelli.
(7) Elizabeth - Bindarmi. Gunwinggu. About 16 - 17 yrs. Originally
from Oenpelli.
(8) Amy - Almirala. Oenpelli. Should be attending school but no one
will arrange transport.
(9) Sarah - Grand-daughter of Ruby Gaden. About 15 years old.
Possible school child.
This camp is reasonable, has shelter and is fairly well kept.

10 Mile Camp
3. Ten Mile Camp
(1) Bob Cockeye, Bulunda, Bawei, Naldirawe, Melville Island.
(2) Daisy Hammer, wife of Bob Cockeye, Bibi, Buja-mau, Melville Island.
(3) Doris Hammer, ?ongi, Manu, Melville Island, daughter of Bob Cockeye.
(4) George Cummins, part coloured. Claims to work with Dept. of Works
and lives with Daisy Hammer, wife of Bob Cockeye.

Bob, Daisy and Doris state that they will return to Snake Bay after the
Darwin Show. Bob is in receipt of pension and Daisy received a wife's
allowance, which she obviously should not be receiving if she has formed
a permanent Liaison with Cummins. Camp area ...... .......
4. Knuckey's Lagoon - Behind Moo's Residence
(1) Bobby Mitchell. Barang-ngul-ngul. Guna.idji from Maningrida.
Has been for some months in Darwin, but advises that he is
married to a Bamyili girl and has been at Bamyili for years.
His wife Mary Bang-gapu and one child is at Bamyili.
Wants to return to Bamyili.
(2) Michael (Ganalgal) Gangirrdal, Burera, Maningrida. Has been
in Darwin for many months. Wife Maudie - Mil Mil, at
Maningrida. Two children at Maningrida. Michael wants to
return to Maningrida.
(3) Alan Marrgianga, Burera, Maningrida. In Darwin about
9 months. Wife Shorty Mingiri, Yiringa Burera, at Maningrida.
Two children Johnny Pat and Jocelyn. Wants to return to family
at Maningrida.
(4) Mick Badalia, Nakara, Maningrida. In Darwin many months.
Wife Maureen Mondalai? at East Arm. Son Brian at Maningrida.
Wants to return home.
(5) Jimmy Morgan, Lakarilalla, Maningrida, ex Council worker.
Council would possibly re-employ if he applies for job.
(6) Beverley Bardiruppa, wife of Jimmy Morgan.
(7) Eunice Gula-ali, daughter of Beverley.
(8) Katherine Ulamanga, daughter of Beverley.
(9) Mona Janjarlba, daughter of Beverley, about 15 years.
(10) Joseph, infant son of Mona.
Mona is not in receipt of Child Endowment for son Joseph.
Also as the father of Joseph is deceased, Mona should be
entitled to a Widow's Pension. Social Services have been
contacted regarding these matters and claim forms will be
lodged.
(11) Terry (Jerry?) Fry, ?.mbakara, Burera, in Darwin over a year. Works
occasionally on ?aspaley's Luggers. Single man.
(12) George, Anangga, ?iara, Burera. In Darwin for about one year.

All the men in this camp claim they are contract fishing for
Gregory Villaflors. However, on the occasions that I have
visited them they havent been working.
There is no shelter whatsoever in this area, and they are all
camping in the open near the edge of Knuckey's Lagoon. There
are many dogs around the camp.

6. Camp on East Arm Road past Kormilda College on the Same Side
A very well kept camp occupied by Mick Taylor. There is one
strongly constructed building which has been padlocked on
each visit made, and a further fairly roughly constructed
shelter approximately three hundred yards further into the
bush. Ornamental and fruit trees have been planted around the
house, and all the surrounding area is well swept and tidy.
As Mick Taylor is working at East Arm and living at his camp,
I could suggest that more effort be made to have him shift.

8. Off ..... Creek Road, Behind Phil Maitland's Residence
At present no Aboriginals living there. There have been
as many as twenty people camped in the area, and Mr Maitland
expects anything up to 20 or 30 people will return there when
the Abattoirs close, which should be towards the end of July
or early August.
Various temporary camps also exist. Most of these are used
mainly as overnight camps to sleep off the effects of a
heavy night. Some of these are
Kahlin Beach behind the Hospital. Used by Aboriginals (often
hospital inmates) whose friends have sneaked in liquor and
then move down behind the Hospital for a quick drink.
Coconut Grove Behind Henry Lee's residence. Used by patrons
of the Dolphin for drinking parties.
Fannie Bay Beach About 300 yards pasy Gaol under a large tree.
Mainly the haunt of Fannie Bay hotel patrons. There was a
young European sleeping here with a Yirrkala girl.
Luddmilla Creek This camp is more frequently used than the above mentioned
temporary resting places. One old woman, Rosie, former wife
of Jack Magaldjar lives here permanently with anyone person
or persons prepared to buy her a drink.
There is a young Daly River girl living in a shack
with a European John James. She appeared neat and tidy
and her relationship with James is a more or less permanent
liaison.
Three men were sighted at the back of the Golf Course but
disappeared into the scrub leaving behind an empty bottle
of Methylated Spirits.

The temporary camps mentioned do not appear to be of any
great .......... as they are only used occasionally and then
for short duration.
Of the more permanent camps, Mick Taylor's on East Arm Road
is so well kept that there would be little point in endeavouring
to have him shift, particuarly as he works quite close to his home.
Of the other camps, Japanese Beach is possibly the greatest
eyesore in Darwin. Conditions are deplorable with the odd
European, several part coloureds, a few Torres Strait
Islanders, and any Aboriginals are amongst the crowd living
there from time to time.
..... life for them appears to consist of one long orgy of
Methylated Spirits or wine parties, with occasional forays
to the ........ Lounge or local Grocers for supplies, and
for some, mainly the women, visits to the Darwin Hotel late
night, usually for ........
When in Darwin, the beach is the general place of abode for
Harold Woodie and Maggie Woodie. Burce ?lott, who has been
living there for many months, is a perfect example of what
an extended sojourn on Japanese Beach can and most probably
will result in. As you are aware he was at one time a very
fine type of Aboriginal and a splendid athlete. At the
present time, he is covered in cuts, bruises and abrasians,
filthy bandages, has not worked for a very long time and has
become a beggar.
This place is regularly visited by the Police and by Health
Officers, usually looking for V.D. sufferers. Why it is not
cleaned up and rest of the residents arrested for vagrancy
is beyond comprehension.
Knuckey's Lagoon .... is little better, but not quite so
noticable because it is a more remote area. It is however,
a source of annoyance to the local residents. The men,
although ...... to be working contract fishimg, do little
work, and there are ..... and three children living there.
Two of the children are of school age but not attending school,
while the other is an infantof about 4 months, the mother
herself being only 14 years of age and a widow. The people
are living in close proximity to a piggery conducted by the
U?o family, and this itself would well do with a visit by
an Officer from the Health Department.
Page 6 of the report is extremely poorly photocopied and it is
not worth the effort to attempt to transcribe the few words
possible.
The final page of the report is as follows:
at Bagot would care then enough to pay their fate to
Maningrida, they still insist that they will not go to Bagot.
What are the alternatives.
With the Japanese crowd, I would like to see the Police
charge them all with vagrancy and ...................... With those
that are too far gone, this would have no effect, as the
prospect of a gaol sentence would have no social stigma
attached, and I suspect that some of them would prefer a
month or two in Fannie Bay where they would at least be fed,
to the life they are at present living. With a few
of them, it may have some good effect and induce them to
return to their own Settlements. (Mainly Delissaville).
They have become so apathetic that they do not care whether
they live or die.
The Maningrida crowd are a different prospect. At least
they have some claim to lawful means of support by insisting
that they are contract fishing, but by the appearances of the
Shoal Bay camps with its piles of flagons and stubbies, it
could appear thatthey are being paid in liquor rather than
receiving wages.
Some consideration must be given to them as individuals,
but in view of their mode of living and lack of desire to
improve this, surely consideration must also be given to
those Aboriginals who are making an honest attempt at being
accepted by the European Community, and there are quite a
number of these. Whilst such unsavoury camps exist, some
in close proximity to the city, the average European observes
only the behaviour of the worst type of Aboriginals, and
it is indisputable that most will form their opinion from
this behaviour. It is the old story of 'give a dog a bad
name'.
It is not suggested that removal of the dead beats is going
to stop Aboriginals from fighting or making a nuisance of
themselves at 'late nights' or on pay days, but surely the
removal of the regular crowd who hang about such places
as the Bamboo Lounge or the Dolphin on every day of the week
must do something to improve the image of the Aboriginal in
general, and thus assist those who are honestly trying to
help themselves.
No immediate solution to the problem except perhaps, more
co-operation by the Police, is offered, but surely the
problem in general should be the subject of urgent discussion
by Welfare Officers in the hope that something can be done
as soon as possible to clean up Darwin's camps of fringe dwellers.

File 1972 / 6208 TRANSIENT AND FRINGE DWELLERS - DARWIN AREA
DIRECTOR:
The main areas of concern in religion to the above categories of people in the Darwin
area are:-
(a) Bagot;
(b) Knuckey's Lagoon - Berrimah;
(c) Japanee Beach - Frances Bay;
(d) Kalaluk.
1
Group A - BAGOT
1. As detailed by Mr. Clare at Folio 48. preliminary discussions have already
commenced with the Bagot Council, and various questions asked of the Council
members. It is intended to have further discussions with the group so that some
clear indication of the people's intentions may be given. Until such time as
some fairly definite answers to these questions are forthcoming, which hopefully
will be in the very near future, it ls not possible to formulate a mutually
agreeable plan of attacking the problem.
Group B - KNUCKEY'S LAGOON - BERRIMAH
2. Thts group consists mainly of MARANUNGKU and Brinkin people, but not
Wagait people. They have no claim on this area on the grounds that it is tribal
land or has any tribal significance, but seem to have acquired squatters rights
by virtue of their long occupation which goes back at least over twenty years.
When the Berrimah compound was closed in the late 1940's, some of the people
moved to Knuckeys's Lagoon in preference to being shifted to Bagot. The area
also became a wet season camp for people living in the Menelling-Finnis River
station areas and surprisingly, from Ban Ban Springs, and has continued to be
used as such by these people up to the present time.
3. In this group should also be included several smaller camps stretching
along the Stuart Highway from Berrimah to as far south as the 41 mile peg.
Places such as the 16 mile, 19 mile, Elizabeth River, Noonamah, Acacia Creek
and just south of the Manton River are at times occupied by some of the usual
residents of Knuckey's Lagoon camp and by affiliated tribal groups from the Daly
River area.
4. At some times, most of these camps are occupied and at other times most
are abandoned. Reasons for setting up and shifting to these smaller camps are
various. It could be that some members of the Knuckey's Lagoon camp have been
barred from the Berrimah Hotel or are being harassed by the Police and therefore
decide to shift to the vicinity of the Noonamah Hotel. Others have
shifted because local gangs of hoodlums have been annoying them at night
seeking women. At one time, Roy Kelly started a camp comprised almost entirely
of pensioners near Noonamah. He acted as camp manager and purchased and
delivered stores to the old people who were quite satisfied with this arrangement
for some months.
5. The total population of the Knuckey's Lagoon group varies almost daily,
and would be extremely hard to estimate with any degree of accuracy, however
it would seldom exceed fifty people.
6. Some consultation has been held with this group with a view to finding
out what they regard as their needs and some fairly definite views have been
expressed by them. Details of this exercise have been described by Mr. Clare
at Folio 47. Despite the hopeful situation where we have found an Aboriginal
group who appear to know precisely what they want, I feel that these views
could change to some extent before we are able to implement some of their
suggestions. This situation could occur through a natural aboriginal inclination
to present different opinions at different times and with different
consultants, and also to the obvious outside influences to which the group
is being subjected. It ls known that they are visited at frequent intervals
by members of the Waterside Workers Federation. Aboriginal Development
Foundation, Council for Aboriginal and Torres Strait Islanders Rights, and
that an approach to this Departmen has been made on their behalf by a Mr.
Bewster from the Y.M.C.A.
7. This group is comparatively small and numbers vary considerably from
time to time. It could range from a population of three to up to perhaps
twenty at Show time, but would seldom exceed ten people. The permanent
members are virtually unemployable and bordering on the derelict class. The
people who live at Japanee Beach are mostly Wagait people from Delissaville,
and an occasional Torres Strait Islander. The only exceptions would be an
old European who has gone there in search of female company or an aboriginal
from Port Keats Mission who has been banished from Catholic Mission Headquarters
(where Port Keats people usually reside in Darwin), because of
misconduct. There seems to be some sort of tie up between Port Keats people
and tie people from Delissaville, and in earlier days there was a fairly
well defined route between these two centres which was used by the Port
Keats people walking overland to Delissaville. I have also noted that an
aboriginal from Delœssaville who has been an some kind of trouble will
sometimes go to Port Keats in an effort to rehabilitate himself by keeping
away from the flesh pots in close proximity to Delissaville.
8. The Japanee Beach group have no claim to tribal land in the area where
they are living which would have belonged to the Larrakia people. They have,
however, been using this area as a camping ground for many years and as in
the case of Group B would have some proprietary rights to the area because
of their long and continued occupation.
9. As you are aware from earlier papers, our Department has already
provided legal representation on behalf of this group in their objection to
the proposed establishment of a Transient Camp - Youth Hostel by the Baptist
Homes Trust in the Frances Bay area and the position now seems to be that the
Aboriginal group are content to maintain a coexistence with European groups
in the area provided that they are successful in obtaining a small lease of
their own adjoining the old hallway dam. The Baptist Homes Trust has offered
no objection to this proposal and in fact has suggested that the Aboriginal
group apply for a larger area than that which they originally requested.
GROUP D - KALALUK
10. This group which is the smallest, is certainly the most vociferous and
has received the most publicity almost solely through the efforts of its
champion, Mr Bill Day and his publication, 'Bunji'.
11. Unlike the other groups, some of these people would have a definite
claim on tribal grounds over the area on which they reside. Unfortunately,
the Larrakia people have reached the stage where they are close to
extinction and only perhaps a half dozen or so true Larrakia remain, not all
of whom reside at Kalaluk. It is difficult to establish which of the people
actually belong to the Larrakia, as most of them invariably claim to be true
Larrakia and are backed up in their claim by the acknowledged leader of the
group, Mr. Bobby Secretary, who is himself a true member of the Larrakia people.
There seems to be two reasons for this situation -
(i) Mr. Secretary believes that there is strength in numbers,
(ii) those people not Larrakia but claiming to be so, want to be in on the
act should some form of title to a piece of land be granted.
Such a situation is not unique. as be now have NGALIWURU, NGARINGMAN, MUDBRA
and others all claiming fo be GURINDJI, because they reside at Wattie Creek.
12. Some claims have been made that the camp area at Kalaluk is in close
proximity to a sacred site, and I have discussed this matter with Bobby
Secretary at some length. Mr. Secretary says that a spring-fed waterhole on
the drive-in side of the camp was once regarded as a 'dreaming' place, but
with the de-tribalisation of the people and particularly because it is
regularly visited and used by women it's 'dreamlng' has gone and it has lost
any significance which it may have had in earlier days.
13. Apart from the groups mentioned, there are a number of people
scattered throughout the bush at various points adjacent to the roads
leading to Shoal Bay, most of them being from Maningrida. Few of these
people remain for any length of time but at any given time, there are
always a number of people in the area. There was a group living in the
Shoal Bay area who owned a canoe and used this for transport back and
forth to Tree Point where Mr. Joe Jenkins, recently deceased, had a
permanent camp. As I have not visited the area for some time, I am not
aware whether or not these people still reside in the area.
14. Mr. Clare is arranging for discussions with Urban Planning and
Lands Branch regarding the processes under which application can be made
by the groups in respect of the areas which they desire to retain as
camp sites.
15. There are various other aspects which should be looked at in
providing transient or fringe camps around Darwin and its environs. One
aspect which must be considered concerns the type of dwellings which are
to be provided
.
16. The only group with which Mr. Clare and I have had consultation,
(not including Bagot council), has been the group at Knuckey'a Lagoon.
The request that these people have made at this stage is for quote:-'
residences' (preferably brick or cement)'. This is merely a basic
requirement without detail and at a later stage, such things as what type
and design of house would best suit the needs of the community, bearing
in mind health regulations and local ordinances, should be gone into.
They are well aware that they need houses, but they should be made aware of
the range and variety of houses which could possibly be made available to
them, and to do this it will be necessary to either have them indicate
preferences themselves or present them with some plans of houses within
a reasonable price range and give them the opportunity to select what
they consider most suitable.
17. Some of the reasons why we have transient people who are unacceptable
to the permanent residents of Bagot must be looked at. Without further
consultation with Bagot Council, I believe that I am on fairly safe grounds
in assuming that they are unacceptable because they are unable or refuse
to conform both the standards of behaviour which the permanent residents
of that community have come to accept. The alternative to having them at
Bagot is to establish some form of accommodation for them elsewhere. Having
established other accommodation, it seems logical that some set of rules must
be laid down an order to successfully operate this new community.
Obviously, some of the transients will not cooperate with any set of rules
laid down. What happens then? Do we eatables some other community which
has a less stringent set of rules for these non conformists and so on
until we have a succession of minor Bagots? I have made some enquiries
from Bagot residents as to whom they consider the worst offenders amongst
the transient people. Almost every possible group of people in the
Northern and Eastern Divisions was named, no group in particular being
considered worse than others excepting one - Groote Eylandt people.
18. The people at Knuckey's Lagoon were asked who would be acceptable
if a community is established there. They were adamant that they wanted
only their own and Daly River people, but certainly not the Maningrida
people who live roughly in the same area. They visibly shuddered at the
mention of people from Groote Eylandt. As no Aboriginal community seems
prepared to accept the Groote Eylandt people, it would seem that some
separate arrangement would have to be made for the Groote Eylandters who
opted to live in Darwin. Most of the people from Maningrida live as they
do by their own choice. As they prefer to live in the bush rather than in
houses.
19. People from camps such as Japanee Beach, Kalaluk and Knuckey's
Lagoon have been asked why they do not live at Bagot. The most frequent
reason given is that there are too many drunken people at Bagot and too
much noise. As most of my informants have themselves been strongly
addicted to liquor, such a reply can hardly be regarded seriously. Another
reason given is that they fear for the safety of their wives and daughters.
In a few cases this may very well be an honest answer. The real reasons,
I suspect, are twofold. Firstly, proximity to licensed premises. Japanee
Beach is behind the Don Hotel, Kalaluk is in close proximity to the Dolphin
and Knuckey's within easy walking distance of Casey's Store and the
Berrimah Hotel. Secondly they are able to purchase liquor, carry it off
into the bush and drink to their hearts content with little fear of disturbance
by the Police and behave in any manner they wish out of sight of
the general public. Whether establishment of some sort of organised
community, and it will require some form of oversight by some person in
authority, will in any way improve their present mode of living remains to
be seen.
20. At Knuckey's Lagoon, Roy Kelly has already been suggested as a Camp
Supervisor. Appointment of an Aboriginal to supervise a community, provided
that he is a person held in some respect by the community, would seem
to offer perhaps not a solution, but at least a method of keeping disturbances
down to a minimum. This may seem a somewhat pessimistic view to
take, but on looking at the reasons why the great majority of fringe
dwellers remain fringe dwellers, it is hard to envisage any remarkable
change taking place because we intend to provide accommodation and facilities
where none or few now exist.
21. In suggesting that an Aboriginal Camp Supervisor may meet with some
success in managing a small community, we could look at a parallel
situation with the Torres Strait Islanders employed on railway construction
work. These people are reputably the best railway construction workers in
the world and were employed at top wages in preference to Europeans on
building railways in Queensland and Western Australia. They were no better
behaved than other people employed in the same capacity, and indulged in
some pretty boisterous behaviour on occasions, yet seldom came to the notice
of the Police. The secret of this was that they made their own rules,
appointed their own law enforcers, and sent home those people who refused
to conform with regulations which they themselves laid down. Perhaps we
might hope that a similar situation could develop within an established
fringe dweller community.
22. Mr. Clare has indicated in his report that it is his intention to
approach various voluntary organisations who may wish to be involved in a
programme concerned with the setting up of transient and fringe dweller
camps, and has requested your approval in arranging a meeting with such
bodies and Church Organisations who could be interested in this venture,
together with a nominee from each outlying Aboriginal Community in the
Northern Division. I would certainly endorse this idea, and would suggest
that if the transporting of representatives from outlying Communities is
considered too expensive at this stage, then we should be able to find
enough people at Bagot who would provide a cross section opinion of the
feeling at the various Settlements and Missions. It could also be that
people nominated as representatives of their respective communities would
be not of the type who are considered undesirables by the Bagot people
and therefore may express an opinion contrary to the desires of the
transients for whom we ate endeavouring to cater.
23. In discussions with voluntary and other groups, it may well be that
some of them could be interested in maintaining and staffing or recruiting
suitable staff for proposed satellite communities on a subsidised basis.
If any interest is shown by a group or groups in this regard, it would
relieve this Department of much responsibility once the scheme begins to
operate. By gauging the amount of interest shown, it would also
demonstrate whether or not organisations such as the Aboriginal Development
Foundation and the Council for Aboriginal and Torres Strait Islanders are
genuine in their efforts to improve conditions for Aboriginals or are
merely providing lip service.
24. Little can be said at this stage concerning the transient people
at Bagot until further consultation is held with the permanent residents
there, but they have expressed the view in the past that they would
prefer accommodation for transients to be sited in an area away and completely
separate from Bagot. Provided that they hold to this view, which
is one of the questions that Mr. Clare has asked them to provide an
answer to at the next consultation held, it would be worthwhile to test
the feelings of organisations such as the Baptist Homes Trust to see if
they would be interested in establishing alternative accommodation
facilities such as the existing Baptist Hostel. I am not aware of the
extent of the proposed Transient Camp accommodation to be provided at
Frances Bay, but it could be that this centre may be able to cater for
the needs of at least some of the people whose presence at Bagot is
presently being objected to by the permanent residents.
25. Mr. Cosgrove, at Folio 23 has raised an interesting point when
he suggests that the matter of the Bagot Council's interpretation of who
are regarded as transients should be clarified, and whether or not close
relatives of councillors staying at Begot for short periods would be
considered in the transient category. When listening to the more vocal
members of the permanent Bagot residents, it is easy to fall into the
error of believing that all people visiting that community for a short
period are in the 'no-hoper' class. It ls indisputable that quite a few
are both a nuisance and an embarassment to the people who live there
permanently but there are many people who reside temporarily at Bagot
through force of circumstance who are basically decent and who are only
too happy to return to their home communities, some of whom are unable
to do so because of lack of funds. This matter has been referred to at
Folio 39.
RECOMMENDATIONS:
26. There is a need for an officer to concentrate almost solely on
visiting fringe dwelling communities to assess their needs and seek
opinions on what they regard as their future role, to arrange repatriation
for people wishing to return to their homes in deserving cases, to liase
with officers of the Department of Health and the General Welfare side
of this Department, particularly where children are concerned. In making
these visits, I am not referring only to the groups A,B,C,D, mentioned
earlier, but to other groups in lesser known areas, extending along the
highway as far as Coomalie Creek, Adelaide River, Batchelor and the
Shoal Bay Area.
27. As Mr. Clare has suggested, continued consultation with the
Knuckey's Lagoon people and Bagot Council, and the commencement of talks
with the people at Kalaluk and Japanee Beach be carried out.
28. Once we are convinced that the people's own Ideas on their requirements
have been clearly spelt out, and provided that these requirements
are within the bounds of possibility, every effort be made to implement
what has been agreed upon at the earliest possible opportunity. So much
has been promised to Aboriginals over the years and promises not
honoured, that they have become understandably sceptical, which is neither
fair to them nor to officers who have a genuine interest in their welfare.
It is a fact that tin sheds erected by the Waterside Workers Federation
and other groups have impressed them much more than promises that matters
will be looked into as soon as possible.
29. When the state is reached where we are able to commence operations
in the erection of housing or other amenities, the Aboriginal community
concerned be involved as much as possible in any work which has been
undertaken at their request, even if it means only minor activities such as
clearing the area and assisting generally. This would serve not only to
keep them usefully employed, but also promote a feeling of achievement
in having done something for themselves. As an example of this
on a very minor scale, the group at Knuckey's Lagoon enthusiastically
cleared an area of undergrowth and grass 150 yards long to facilitate
laying of water pipe to their camp on being requested to do this
task.
30. Finally, I would suggest that in the matter of consultation,
the various groups be not over exposed to a succession of consultants.
This can only lead to confusion in the long run, the Aboriginal group
forming the opinion that either we are too dense to understand what
has already been conveyed, or that we consider them incapable of
reaching a reasonable conclusion.

Report dated 18 October 1972 to the Regional Welfare Officer by
Patrol Officer J Quelch.
The following information was gathered over a period of up to three
weeks and may or may not be accurate at present.

It will be noted that a number of the members of Kalaluk are engaged in
the production of artefacts. Bobby Secretary has advised that these are also being
sold and it would seem that with the proposal to commence farming the land, Kalaluk
is making some effort to 'get on its own two feet'.
A toilet block has been built and further building of houses is being
undertaken with the guidance and supervision of an Aboriginal visitor from Queensland.
Numbers in the camp seem to have dwindled since the move of Johnny Fejo
and his brother to Humpty Doo.
Discussions with the people indicated a feeling of unity towards those
persons camped at Lameroo Beach and an open invitation seemed to exist for any of
these to camp at Kalaluk if evicted from the beach.

noted. These included a toilet and were reported to have been constructed with
the assistance of the Methodist Mission. Church services are held

This camp is usually occupied by Maningrida people but was deserted
at the time of the visit. No signs of recent habitation were visible.

This camp is made up of two sections each on the sites of buildings
erected during the War. The huts are of corrugated iron and water is obtained
from 1/4 mile away. Most of the members are elderly although a European is
believed to occupy one hut with a half-caste girl by the name of Doris Hill (Mill).
Both were absent during the visit.

This camp compriese one tin shed set in the mangroves of Ludmilla
Creek. At the time of visit most of the children were present and I feel that
further action may be required re school attendance of the older ones. Five
visitors from Queensland were camped further upstream. All had been in Darwin
for a little over a week and claimed to be living off unemployment cheques until
employment could be found.
10. Camp on the Esplanade at rear of the Parker residence (Doctor's Gully)
Previous complaints have been received by the Parkers regarding the
behaviour of the inhabitants of this camp at various times. Mrs Parker was
interviewed and described incidents of drunkenness, foul language, trespassing,
prostitution etc. It would appear that none of these campers are permanent and
are neither of the European 'hippie' type or Aboriginal visitors from Delissaville.
Although nobody was at the camp a dozen young Aboriginal males in
their early twenties arrived, sat at the top of the cliff within 30 yards of
the Parker residence and commenced drinking. Many of these Mrs Parker believed
to come from either Bagot or the YMCA. Evidence of female habitation could
not be found.
The sand surrounding the camp was almost invisible beneath the cans
and flagons, which had been left behind. From the evidence it would appear
that some of Mrs Parker's claims may be justified and further inspections / reports
on the area warranted.
In conclusion, I would like to mention that some of the persons
mentioned are not of Aboriginal descent, especially in the case of the people at
East Point. Further camps of a very temporary nature are believed to also
exist on the foreshore opposite the new Rapid Creek Hotel and in the scrub at
the back of Essington House. These are often used merely for drinking parties
and populated until occupants are capable of moving elsewhere.
